Vieques is a small island 8 miles off Puerto Rico's east coast, accessed by a 30-minute ferry from Ceiba (or a 25-minute flight). Half the island used to be a U.S. Navy bombing range and is now a National Wildlife Refuge — the protected ecosystem and the lack of large hotel development is what makes Vieques feel different from the main island. Wild horses roam the streets in Esperanza and Isabel II.
Mosquito Bay (Bahía Mosquito) on Vieques is, according to Guinness, the brightest bioluminescent bay in the world. The dinoflagellate density is several times higher than at Fajardo's bio-bay because of the protected mangrove ecosystem. Tour permits are tightly capped; only a small number of operators are licensed. Book ahead. New-moon nights are the brightest. The flip side: getting to Vieques takes a full day of logistics, so most travelers stay overnight in Esperanza.
