Vieques has Mosquito Bay (the world's brightest bio bay) and beaches that are more secluded, though harder to reach without a vehicle on the island. Culebra's snorkeling around Luis Peña and Tamarindo is excellent; Vieques has underwater sites that see even less traffic due to the island's lower visitor numbers.

If forced to choose one island for a day trip based purely on beach quality and snorkeling convenience, Culebra is the stronger answer. If the bio bay is a priority, Vieques is the clear choice. Many visitors who spend a week in Puerto Rico try to do both—one day for each island, with the rest of the week on the main island.
